













Commission convened a three-day retreat in Mombasa to refine the draft Strategic Plan 2023–2027 and align it with the strategic direction of the new leadership. The forum brought together Commissioners, Senior Management and consultants to interrogate the proposed strategic shifts, performance indicators and implementation matrices emanating from deliberations held in November 2025.
The review process was designed to ensure the Strategic Plan remains responsive to emerging national priorities, evolving legal and policy frameworks and the dynamic environment within policing and governance.
In his opening remarks, Chairperson Dr. Amani Komora highlighted that the forum presents a platform to crystallize the five thematic priority areas adopted in the previous review meeting. He noted that the deliberations will focus on strengthening frameworks and implementation approaches in the areas of recruitment and appointments; promotions and transfers; discipline and human resource audit; wellness and welfare; and institutional capacity development.
Participants undertook a comprehensive review of the draft document, validating strategic objectives, interrogating performance indicators and refining implementation timelines. The team also rigorously assessed strategic risks and corresponding mitigation measures, firming the integrity of the risk matrix to ensure adaptability during implementation.
Commissioners expressed confidence that the retreat would yield a forward-looking Strategic Plan that reflects the Commission’s renewed vision and reform agenda. At the conclusion of the deliberations, the team generated a refined draft that is robust, relevant and firmly anchored to the Commission’s constitutional mandate.
