


The Commission on Monday presented its 2026 Budget Policy Statement before the Departmental Committee on Administration and Internal Security at Parliament Buildings.The engagement focused on the key priorities that will inform the Commission’s budget for the upcoming financial year and the medium-term period.
Chairperson Dr. Amani Komora highlighted the digitisation of Commission services as a central reform priority aimed at enhancing efficiency, transparency and accountability in human resource management within the National Police Service. He further apprised the Committee of ongoing efforts to expand decentralisation of Human Resource, Counselling and Welfare services to improve accessibility for officers across the country.
In his presentation, Chief Executive Officer Peter Leley emphasized the need for adequate budgetary support to facilitate recruitment initiatives aimed at strengthening the human resource capacity of the National Police Service, as well as the implementation of the MaragaTaskforce Report. He also outlined key reform interventions, including automation of core HR processes such as promotions, transfers, discipline and leave management, to streamline operations and enhance service delivery.
Other priorities presented for consideration included enhancement of the Staff House Mortgage Scheme and leasing of vehicles to improve mobility for Commissioners and staff in the execution of their mandate.
The Commission delegation included Vice Chairperson Prof. Collette Suda, Commissioners Peris Muthoni, Benjamin Imai and Edwin Cheluget, alongside members of the Secretariat Senior Management Team.
