The Commission appeared before the National Assembly’s Departmental Committee on Administration and Internal Security to present its Supplementary Estimates for the Financial Year 2025/2026.
During the meeting, the Commission led by Chairperson Dr. Amani Komora, outlined the programmes affected by the proposed budget adjustments and provided justification for the additional expenditure.
Deputy Chief Executive Officer, Finance, Planning and Administration, John Wambugu, informed the Committee that the Commission requires additional budgetary allocation to address operational demands and bridge funding gaps being experienced during the current financial year.
“The requested allocation will support operational obligations and facilitate the effective implementation of the Commission’s mandate,” he said.
He further explained that the request is also informed by the expanded mandate of the Commission following the recent enactment of the National Police Service Commission (Amendment) Act, 2025 which introduced additional statutory responsibilities relating to the welfare and wellbeing of members of the National Police Service.
The amendments require the Commission to establish and operationalize a decentralized institutional framework to support police officers at the county level. The Commission is also mandated, in consultation with the Inspector-General, to provide mental health and wellness support to officers, including counselling services.
Chairperson Dr. Komora stated that the implementation of these additional statutory functions has significant operational and financial implications, hence the need for additional funding. He said the enhanced financial resources will enable the Commission to effectively deliver on its expanded mandate.
Also present were Commissioner Angeline Siparo, Ag. Deputy Chief Executive Officer, Human Capital Management and Technical Services, Christine Rotich and other senior members of the Secretariat.
