Submissions to Parliament on Police Recruitment

The National Police Service Commission (NPSC) appeared before the Departmental Committee on Administration and Internal Security to present its plans for the recruitment of 10,000 police officers in the Financial Year 2025/2026. The Commission reaffirmed that the exercise will be conducted with the highest standards of transparency, accountability and inclusivity.

 The Committee had summoned the Commission to outline its preparedness for the exercise, measures to guarantee fairness and compliance with the law, as well as challenges and strategies for strengthening collaboration with the National Police Service in service delivery.

 Chairperson Dr. Amani Komora told the Committee that the recruitment will strictly adhere to constitutional provisions and the relevant laws adding that robust measures have been put in place to safeguard the credibility of the process and inspire public confidence. The Chairperson also noted that the Commission had reviewed the Recruitment and Appointment Regulations to entrench best practices.

 At the same time, Dr. Komora noted that the Commission is holding consultative meetings with NPS to ensure seamless execution of the complementary mandates of the two entities.

 “Our collaboration with the National Police Service is central to achieving efficiency, transparency and accountability in service delivery,” he affirmed.

 On Police Recruitment System (PRS), Chief Executive Officer Peter Leley informed the Committee that the automated digital platform is designed to minimize human interference, curb corruption and create a verifiable digital trail that strengthens fairness and public trust.

 He also highlighted the Commission’s new slot allocation formula, which distributes recruitment opportunities across all 290 constituencies based on population size, poverty levels, representation of marginalized groups and gender balance.

 “Specific slots have been reserved for underrepresented communities in line with the constitutional values of inclusivity and social justice,” he noted.

 To ensure seamless service delivery, the CEO indicated that the Commission had established joint recruitment panels with the Service, regular consultations with the Inspector General and information-sharing mechanisms. He explained that while the Commission will oversee recruitment, the Service will remain responsible for training, equipping and deploying officers.

The Commission assured the Committee and the public of commitment to a credible, lawful and inclusive recruitment process.
