The Commission undertook a comprehensive review of its Strategic Plan 2023-2027 to ensure alignment with emerging national priorities, evolving legislative frameworks and the changing dynamics in policing and governance.
The week-long workshop, held in Mombasa brought together Commissioners, Senior Management Team and consultants to evaluate progress, assess implementation gaps and redefine strategic priorities. The review also provided an opportunity to integrate new perspectives from the Chairperson and Commissioners, aimed at refining strategic focus and strengthening the Commission’s institutional capacity to deliver on its constitutional mandate.
In his opening remarks, Chairperson Dr. Amani Komora emphasized the importance of participatory engagement in shaping the Commission’s strategic direction. He described the Strategic Plan as “a tool of visioning, mobilization and a clear roadmap for realizing the Commission’s intended purpose.”
Dr. Komora noted that the review provides a platform to explore innovative approaches to the Commission’s constitutional responsibilities and redefine strategies for effective service delivery.
Vice Chairperson Prof. Collette Suda envisioned a forward-looking and dynamic Commission capable of transforming the National Police Service through efficient, sustainable and impactful initiatives.
Each Commissioner shared their vision for the organization and articulated the strategic direction they wish to pursue in fulfilling the Commission’s core functions of human resource management.
CEO Peter Leley outlined the strategic direction pursued by previous Commissions and highlighted the need for a well-defined roadmap to guide the current leadership in realizing its vision and sustaining institutional growth
Presentations during the workshop reviewed the strategic issues, objectives, performance indicators and key result areas outlined in the current Strategic Plan, identifying areas that require strengthening to enhance implementation and impact. The discussions further highlighted the importance of establishing clear performance targets and measurable indicators to track progress and ensure accountability in delivering on the Commission’s mandate.
The reviewed Strategic Plan will serve as a renewed blueprint to steer the Commission’s programs and interventions, ensuring that its operations remain responsive to the evolving needs of the policing sector and the broader national development agenda.
