Strengthening Regional Presence 

The Commission conducted a series of regional engagements across the Rift Valley, Nyanza and Western regions as part of ongoing efforts to strengthen institutional presence, enhance operational efficiency and improve service delivery at the regional level.

The visits also assessed the effectiveness of the decentralisation of Commission services in line with the Constitution and explored the expansion of the welfare mandate following the enactment of the National Police Service Commission (Amendment) Act, 2025.

The delegation led by Chairperson Dr. Amani Komora, comprised of the Vice Chairperson Prof. Collete Suda, Commissioners Peris Muthoni, Benjamin Imai, Edwin Cheluget and Angeline Siparo, Chief Executive Officer Peter Leley and a section of staff from the Secretariat.

The delegation held sessions with regional teams in Nakuru, Kisumu, Kakamega and Eldoretfocusing on office infrastructure, human resource capacity and financial resourcing, with a view to identifying priority interventions to strengthen service delivery. The engagements also provided an opportunity for direct interaction between the Commission leadership and regional staff, enabling the leadership to obtain first-hand insights into the implementation of the Commission’s mandate.

“Direct engagement with you is critical in generating evidence-based insights that inform our policy direction and strategic decision-making,” said the Chairperson.

During the sessions, Commissioners commended the regional teams for the notable progress made in advancing the Commission’s mandate at the regional level. They encouraged the teams to sustain momentum, strengthen coordination and uphold high standards of service delivery.

On his part, the CEO reaffirmed the Secretariat’s commitment to supporting regional operations through enhanced resource allocation, capacity development and streamlined administrative processes to improve efficiency and effectiveness.

A key focus of the visits was also the implementation of the National Police Service Commission (Amendment) Act, 2025, which formally anchors counselling and psychosocial support as a core function of the Commission.

The Act empowers the Commission to establish psychosocial units and implement programmes that promote the mental health and overall wellbeing of police officers. It provides for the establishment of well-equipped psychosocial support centres across all counties, including within police stations, camps, training institutions and communities, to ensure accessible and continuous support services.

To support this expanded mandate, the Commission conducted site inspections in Nakuru and Eldoret to assess their suitability for the establishment of regional offices. In the interim, officers deployed to this region are accommodated within facilities provided by the National Police Service.

“We are committed to progressively establishing fully functional regional offices to bring services closer to our stakeholders and enhance efficiency in service delivery,” the Chairperson noted. 

In Kisumu and Kakamega, the regional offices are fully operational with the requisite structures in place.

The delegation also paid courtesy calls on Regional Commissioners and Service Commanders in the respective regions to strengthen inter-agency collaboration and promote coordinated service delivery.

In each region, the visits culminated in engagements with police officers, providing a platform to address concerns, discuss emerging issues and gather feedback aimed at enhancing efficiency and advancing officer welfare.

“We value your feedback as it is instrumental in shaping responsive policies and programmes that address your needs and improve on your working environment,” said the Vice Chairperson.

Commissioners sensitised officers on the respective roles of the Committees they represent, providing clarity on their mandate. They encouraged officers to remain steadfast in their duties and continue upholding professionalism in the discharge of their responsibilities.

The forums also provided an opportunity for officers to understand the appropriate channels for follow-up with the Commission to ensure timely resolution and effective escalation of outstanding matters.

The regional engagements reaffirm the Commission’s commitment to deepening decentralisation, strengthening institutional presence and enhancing service delivery across all regions.
